AHP Successfully Assisted PETRONAS’ Indonesian Subsidiaries in KPPU Competition Compliance Program Registration

We are pleased to announce that we have successfully assisted three Indonesian subsidiaries of Petroliam Nasional Berhad (“PETRONAS”), namely, PT PLI Indonesia, PC Ketapang II Ltd., and PT PCM Kimia Indonesia (collectively, “PETRONAS Subsidiaries”), in their participation in the Indonesia Competition Commission’s (Komisi Pengawas Persaingan Usaha or “KPPU”) competition compliance program. This achievement marks the first time the KPPU has approved a compliance program for multinational companies operating in the oil and gas industry, both upstream and downstream.

The registration phase of the KPPU’s compliance program involved a comprehensive and meticulous exercise to that the PETRONAS Subsidiaries compliance framework aligned with the Indonesian competition law. The process began with a thorough review of the KPPU’s feedback on the PETRONAS’ code of ethics and competition law guidelines adopted by the PETRONAS Subsidiaries. During the registration phase, we successfully assisted the PETRONAS Subsidiaries in drafting a country-specific supplement to complement PETRONAS’ existing global competition law guidelines. Additionally, the registration phase included socialisation sessions, advisory as well as and training activities for employees of the PETRONAS Subsidiaries.

Following the completion of all registration requirements, the KPPU issued a determination letter in July 2025 formally approving the PETRONAS Subsidiaries’ compliance program. With this outcome, PETRONAS has become a pioneer among multinational oil and gas companies, marking the first time the KPPU has approved a compliance program in the sector.
