AHP is proud to announce its role as legal counsel to PT Industri Baterai Indonesia (“IBC”), a subsidiary of Indonesia’s leading state-owned enterprises, in its joint venture with CBL International Development, a business unit of Contemporary Amperex Technology Co., Limited (“CATL”), the world’s largest electric vehicle (EV) battery manufacturer. The joint venture forms a key component of a broader USD5.9 billion (approx. IDR96.04 trillion) initiative to develop a vertically integrated EV battery supply chain in Indonesia.
The partnership will establish Indonesia’s first end-to-end EV battery ecosystem, spanning:
- Upstream: Nickel mining and processing facilities (RKEF and HPAL) in Maluku.
- Midstream: Precursor and cathode production plants.
- Downstream: A 15 GWh battery cell and module manufacturing facility in Karawang, West Java, and a battery recycling unit to promote circular economy principles.
IBC, representing the Government of Indonesia’s strategic interests, holds 30% equity ownership in the joint venture, ensuring local participation in this high-growth sector. CATL, through its affiliate CBL International Development, brings cutting-edge lithium-ion battery technology and global automotive industry expertise to accelerate Indonesia’s energy transition.
“This transaction underscores Indonesia’s potential as a hub for sustainable energy solutions. AHP is honoured to support IBC in this transformative project, which combines cross-border collaboration with complex regulatory and structural innovation to strengthen the national industrial landscape.” – Eko Basyuni, Head of Corporate/M&A Practice
The joint venture aligns with Indonesia’s vision to leverage its world-class nickel reserves and domestic industrial capabilities, positioning the country as a critical link in the global EV supply chain. It also reflects growing international confidence in Indonesia’s investment climate and ESG-driven development agenda.
